A note on counts: DCC's source occasionally lists identical actions twice with edited section wording. Phenominal collapses these to one row per unique action; aggregate counts here reflect de-duplicated events. Some pre-issuance denials have no license number — DCC denied the application before any license was issued.
What this data covers
Enforcement actions are DCC's regulatory response when a California cannabis licensee falls out of compliance — sometimes the lead-up to a recall, sometimes the consequence, sometimes neither. Recalls describe what was pulled from market; enforcement describes what DCC did about the licensee. Both are part of the same compliance picture.
Each action cites one or more specific sections of the California Code of Regulations (CCR) or Business & Professions Code (BPC). Most clusters: video surveillance, track-and-trace integrity, premises modification, COA accuracy, retail sample tagging, and unlicensed activity. Search this index by licensee to see which sections were cited against any specific California cannabis business.

About this data
Every action on this page was published by the California Department of Cannabis Control on cannabis.ca.gov/cannabis-laws/compliance-action-records. Phenominal Consulting maintains a parsed and organized index of the source page, refreshed daily, so that operators, attorneys, and brand owners can search the corpus in ways the original page does not support.
Section labels and descriptions are quoted verbatim from DCC's published source. Some rows show typo-normalized action types (DCC's source has minor inconsistencies such as "Annul License Denial" → "Annual License Denial"); the original wording is preserved internally for audit.
License-number aliases: DCC consolidated CDPH, CDFA, and BCC into the unified DCC agency in July 2021. Some pre-2021 licenses appear under both CDPH-NNNNNNNN and DCC-NNNNNNNN forms in DCC's published data; both refer to the same physical license, and the per-licensee page resolves either form to the same compliance record.
